The National Cohesion and Integration Commission was established to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of different ethnic and communities of Kenya and to advice the Government on all aspects thereof.
The Commission intends to recruit highly professional self-driven individual to fill the following vacant position:
Commission Secretary/Chief Executive Officer (CEO)
The Commission Secretary/Chief Executive Officer (CEO) is the head of the NCIC Secretariat, Secretary and Chief Advisor to the Commission. The CEO is responsible to the Commission for the administration and day-to-day management of the affairs of the Commission and staff of the Commission. The Commission Secretary/Chief Executive Officer (CEO) will perform such other functions as may be assigned by the Commission and the law.
Overall Job Summary
The Commission Secretary/Chief Executive Officer (CEO) is the head of the NCIC Secretariat, Secretary and Chief Advisor to the Commission. The CEO is responsible to the Commission for the administration and day-to-day management of the affairs of the Commission and staff of the Commission. The Commission Secretary/Chief Executive Officer (CEO) will perform such other functions as may be assigned by the Commission and the law.
Duties and responsibilities of the CEO will entail: -
- Spearheading formulation, implementation and review of the Commission’s policies, procedures, strategies, standards and guidelines and ensuring excellence in the provision of NCIC services in line with its mandate;
- Spearheading development agenda of the Commission including formulation of projects and programmes;
- Providing linkage between the Commission and the Secretariat and executing and communicating the Commission’s strategies, decisions and policies;
- Overseeing and providing technical advice on matters pertaining to promotion of equality of opportunity, good relations, harmony and peaceful co-existence between persons of different ethnic, religious and racial communities of Kenya;
- Promoting elimination of all forms of discrimination on the basis of ethnicity or race;
- Discouraging persons, institutions, political parties and associations from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race;
- Promoting tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities;
- Overseeing planning, supervision, co-ordination and promotion of educational and training programmes to create public awareness, support and advancement of peace and harmony among ethnic communities and racial groups;
- Promoting respect for religious, cultural, linguistic and other forms of diversity in a plural society;
- Promoting equal access and enjoyment by persons of all ethnic communities and racial groups to public or other services and facilities provided by the Government;
- Promoting arbitration, conciliation, mediation and similar forms of dispute resolution mechanisms in order to secure and enhance ethnic and racial harmony and peace;
- Overseeing investigation of complaints of ethnic or racial discrimination and make recommendations to the Attorney-General, the Human Rights Commission or any other relevant authority on the remedial measures to be taken where such complaints are valid;
- Overseeing investigations of the Commission on its own accord or on request from any institution, office, or person any issue affecting ethnic and racial relations;
- Leading in identification and analysis of factors inhibiting attainment of harmonious relations between ethnic communities, particularly barriers to the participation of any ethnic community in social, economic, commercial, financial, cultural and political endeavors and recommend to the Government and any other relevant public or private body how these factors should be overcome;
- Determining strategic priorities in all the socio-economic political and development policies of the Government impacting on ethnic relations and advise on their implementation;
- Recommending to the Government criteria for deciding whether any public office or officer has committed acts of discrimination on the ground of ethnicity or race;
- Leading in monitoring and reviewing all legislation and all administrative acts relating to or having implications for ethnic or race relations and equal opportunities and, from time to time, prepare and submit to the Government proposals for revision of such legislation and administrative acts;
- Initiating, lobbying for and advocating for policy, legal or administrative reforms on issues affecting ethnic relations;
- Monitoring and making recommendations to relevant government and other agencies on factors inhibiting the development of harmonious relations between ethnic groups and on barriers to the participation of all ethnic groups in the social, economic, commercial, financial, cultural and political life of the people;
- Undertaking research and studies and making recommendations to the Government on any issue relating to ethnic affairs including whether ethnic relations are improving;
- Making recommendations on penalties to be imposed on any person for any breach of the provisions of the Constitution or of any law dealing with ethnicity;
- Monitoring and reporting to the National Assembly the status and success of implementation of NCIC’s recommendations;
- Issuing notices directing persons or institutions involved in actions or conduct amounting to violations of human rights on the basis of ethnicity or race to stop such actions or conduct within a given period;
- Developing and recommending to the Commission, NCIC’s annual business plans;enhancing collaboration and engagement with
- Stakeholders and partners in support of development of NCIC;
- Promoting the corporate image of the Commission;
- Ensuring continuous improvement of the quality and value of services provided by the Commission;
- Upholding integrity and professionalism in the performance of the Commission’s functions;
- Fostering a culture that promotes ethical and good corporate governance;
- Ensuring that the Commission complies with the relevant legislation in the provision of its services;
- Championing national values and principles of public service;
- Putting in place sound strategies to ensure prudent utilization of the Commission’s resources and assets;
- Overseeing preparation of annual budgets and establishing proper internal monitoring and control systems and procedures;
- Coordinating preparation of the Commission’s annual financial statements and submitting the same to the National Treasury, Parliament and the Controller of Budget as required by law;
- Building capacity and managing performance of staff at NCIC; and
- Preparing annual reports on the state of the Commission.
Requirements for Appointment
For appointment to this grade an officer must have:
- Cumulative period of eighteen (18) years in a relevant field in the Private or Public Sector, eight (8) of which must have been in a Senior Management position;
- Bachelor’s Degree in any of the following disciplines: Peace and Conflict Resolution Studies, Criminology, Sociology, International Relations, Law, Conflict Resolution and Humanitarian, Computer Science, Data Communications, Public Administration, Law, Information Technology, Governance, Audit or any other relevant qualification from a recognized institution;
- Master’s Degree in any of the following disciplines: Peace and Conflict Resolution Studies, Criminology, Anthropology, Sociology, Conflict Management, International Relations, Law, Conflict Resolution and Humanitarian Assistance, Development Studies; Strategic Studies, Disaster Management, Gender and Development, Diplomacy and Peace Studies, Public Administration, Security Studies, Forensics, Data Communication, Computer Science, Statistics or any other relevant Social Science from a recognized institution;
- Registration by a relevant professional body;
- Certificate in strategic leadership, corporate governance course or equivalent qualification from a recognized institution;
- Computer proficiency;
- Meet the requirements of Chapter six (6) of the Constitution;
- Demonstrated managerial, administrative, and professional competence in work performance and results; and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to the NCIC
Salary and benefits
Salary Scale : Ksh. 383,550 – 534,470
House Allowance : Ksh. 80,000
Airtime Allowance : Ksh. 15,000
Official transport and airtime will also be provided.
Term
This is a three (3) years contract renewable once.
